According to Matt Maisel, communications director for the city of Harrisburg, Williams handed over the reins to Carter on July 31 at 11:45 p.m. The transition will end on August 16 at 12 p.m.

According to local law, “The mayor shall appoint any department head or city clerk to act during his absence from the city, disability or other reason preventing him from working in the office.” During this period, the person appointed by the mayor shall have all the rights, powers and duties of the mayor. Whenever the mayor is unable to attend office for sixty consecutive days due to the reasons stated above, a member of the council shall be appointed acting mayor by the council, and a council member shall replace all of them.
